ok, whenever i want to make a new character...it like, doesnt let me pick the server. like, i cant even go to a list. its stupid..i can only go on shiva.

If you want to go to another server and create a character, you'll need a world pass, I believe.

They do it so that one server doesnt go massive and others dont go tiny.

As happened to Ragnarok back in the day when everyone did the create/delete trick to get there, till they locked the server, minus world pass immigration, and changed that little 'trick' to pick servers.

Personally I don't mind it being the way it is. It helps control server population better then picking ever could.

No, that's why you should fix a world pass as early as possible.
