Lowtown Warehouse 5

Anyone know where / how to find it ? A seeq doing a survey from the empire on the West Gate told me to talk to a guy on the fountain near the gates, then the guy told me to look for a bloke on Lowtown WH 5 and I can't find it :(

Anyone finished that quest yet ?

Memory says that warehouse 5 is the entrance to the waterway. There should be a named fellow wandering around there.
I can't remember exactly where he is, but he is in the northern area of north lowtown I think...
