You should train around the corner when you enter the reactor to fight those dogs, I did it for some time and got cloud lv 30

^ Reason why I have it saved on a seperate file so I start at lv 30 instead of right from the beginning

youre levels are fine, just level up when you are finding bosses or random battles too hard which sadly is hardly ever in ff7:(
