A quick question:

I'm about to go to the empire (after meeting setzer for the first time), and I haven't used Shadow since Sabin's quest. Will his level be extremely low when I next encounter him?

His level will synch up to Locke and Terra's levels.

Also, you might wanna grind a bit and learn Cura and Osmose since you're only going to have him for about six minutes worth of storyline. 8-)
