I need to get to Balfonheim Port, but I'm not quite sure how!
I'm currently on the part where I'm supposed to go to Archades.

I've tried going to the Tchita Uplands then the Cerobi Steppe, but I can't go from the TU to the CS.

You will go to Balfonheim Port, after a triggered story event, which will only take place in Archades- more precisely in the Draklor's Laboratory, and there's a blockage to get to the Cerobi Steppe at the moment, which will be opened later on.
