Here's my maybe flawed reasoning :p
No food court, plenty to eat. --> plenty of fish
Not from here, but out there. --> fisherman's horizon is kinda outta the way
Four to four, minus one, --> I dunno either 3 vs 3 or 3 vs 4 (counting the machine as an 'extra')
easy even for the worst. --> pretty straightforward fight especially without the timer

Nothing to do with drop rate, but due to me being stupid and not knowing the game well enough, I noticed the "Four to four, minus one" should be "Four to four, minus six." It's been too long since I've played this game, though, so please give me some slack.
TL;DR: It's 250, not 255.

That only lost me more... At first I thought 250 could be related to HP both highest and lowest (especially unaltered) but that doesn't seem to be the case... Does it have anything to do with cost of an item or weapon upgrades?

Four to four, minus six, - 250 is the highest GFs can be boosted to, not 255 as I thought before.

That's pretty much correct, BG-57, although there are a few problems. Nonetheless, I'll give it to you, BG. I hope it was challenging enough!
My explanation:
One uses a childhood toy, but will obtain a star you can wish upon;
Rinoa: Pinwheel is the childhood toy, but I was referring to the Shooting Star - not the [I]Wishing Star limit break. But a shooting star is a wishing star.
One wields a sword with revolving chambers - at first, but will later wield a blade of flame;
Squall: Revolver and Flame Saber.
One acquires a double skinned and dual tentacled whip;
Quistis: It's not the Slaying Tail but the Red Scorpion. Here double skinned refers to the Dragon Skin which you need 2 of, and the dual tentacled refers to the Ochu Tentacle of which you need 2 of.
One will have an armored fist, but first has a knuckle protector;
Zell: Metal Knuckle and the Gauntlet are the ones named.
One controls a venus nunchuck, and later controls a wish upon a waxing moon;
Selphie: It's the Morning Star not the Flail as venus is another word for morning star, and Crescent Wish.
One has a scattergun of intrepid.
Irvine: It's not the Bismarck but the Valiant.

I was able to identify the characters easily. The hard part was figuring out the weapons. As you mentioned, I wasn't entirely successful.

Big Kahuna is an important individual. It's from Hawaii.
Is it Esthar? There's a lot of people, but it's not place anyone wants to go to because the soldiers are jerks :p Also Laguna is a "sometimes friend" because the dream sequences only happen occasionally.

Hypo, only one guess from any one person is allowed between each of the riddler's posts.
"Sometime friend" makes me think of the GFs you have to fight to get them to join you. The second line throws me off many scents, though.
Cerberus was mythologically the gatekeeper of Hades. You could suppose hell lies beyond the gates in Cerberus' animation, maybe. And perhaps Diablos would be there too, lending more power to the line "at least one sometimes friend".
I dunno. :p It's sketchy, but is it hell/Hades/something like that?

He idolises Zell, who is the friend referred to in the first line.
Fighting with his feet is a reference to his SUUUUUPPPPERRRRR MIRACLEEEEE KICK that he uses on Galbadian soldiers during the occupation of Balamb.
He also claims to be faster than a speeding bullet.
Aaaaand lastly his mother threatens him with spankings for being naughty!

There's obviously reference to the Lunar Cry in there, but the first half makes me think of Tear's Point. There's some weird eye things or something there iirc, I'm not really sure.

For some reason, I think it is really linked to the Heaven Island, the monsters are very dangerous and heaven is condiered a scared place. But what would be beautiful in the eye of the beholder? It most be something that drops an item related to the moon (the word not the place).....
That is unless, hell is also considered scared.....

I'm thinking this relates to Squall - and also relates to weither or not he is correct in his answer.
I'm thinking of Vampire Fang because of the first two lines....not to certain weither or not it's linked to Squall or his allies.

Doomtrain. Devil's number is 666, or should I say 6 Steel Pipes, 6 Malboro Tentacles, and finally 6 Remedy+. You find 1 Solomon Ring at Tear's Point......... Unless it's a different Tear you're referring to.
Doomtrain can cause Meltdon/Meltdown, along with other negative status aliments.
A devil by fans of the occult, Occult Fan refers to Doomtrain as a "Devil"
metal meltdown through the air, Doomtrain's attack causes meltdown
the mark of the beast brings forth a Tear, You indeed find the solomon ring at Tear's point, and you're right about the items
weakening affliction and despair. Doomtrain weakens the crap out of the enemy

You have to buy him Reagan. All drinks are named after chocobo-related greens from FFVII.

It not being a spell has me completely stumped. I'm thinking it's one of those items like Meteor Stone etc etc. It wouldn't be as effective as the spell but it would be cheaper to create probably. I 'unno :p

I'm thinking the first 2 lines refer to the bosses X-ATM092 and BGH251F2. They both have a 'ray' attack if I remember correctly, and they both attack you while youre trying to escape different places (Dolet or the prison). They also both know the spell PROTECT, which is my guess.

Shinwa Tsuki has it, actually, though I'm discovering again that I messed up - this time because of a factual error on DrSlice.com saying 1 Cactuar Thorn could be refined into 40 Meltdowns (http://drslice.com/games/ff8/spell/30). If I had thought about this for a moment I would have remembered that it was wrong, but alas. This would have justified the reasoning...
Suspended ray - This isn't an attack, but Gaylas have the form of rays (the underwater kind), but unlike them, they are suspended in mid-air.
Escapee - This refers to Cactuar.
Using those two cards, you can refine items (Mystery Fluids and Cactuar Thorns, respectively) that can (according to my misinformation while writing the riddle... :p) be further refined into Meltdown. The refining in both cases would involve two steps, hence the third line of the riddle.
At least Shinwa was able to get it anyway, thankfully. Let's forget about this failure and move on :D
