Help with deathgaze and the airship sisters

So I have two problems. My first is that I can't figure out how to get deathgaze to appear. The boy at the aerodome keeps telling me "I just saw him. If you go now, you might catch him. Hurry!" but he never appears.

And also, I have been flying around giving Annes letter to the girls on the airship, but as far as I can tell there is a missing route. I've flown to rabanastre, bhujerba, archades, balfonheim, and nalbina. Are there any other places airships can fly to? I only need one more sister but I'm lacking one last route.

Could it have been because of deathgaze, airship, and flying around used to mean FFVI?
