but i thought that the well was in Nibelheim?

how can that be explained?

I think its suposed to be her telling him the story and what you see is the memory of what happened...

or maybe i read it wrong???
like if you ever played VIII, you know the part when you go to Trabia garden, then all of a sudden you end up at Edea's house cuz they are all remmebering their pasts? i think its kinda like that

I always thought it was a flashback. Sometimes in flashbacks the characters appear to watching the past moment unfold.

thats how i saw it too. they aren't actually there, that's why they're out of proportion with the environment

No, it's just a regular flashback. They're in Sector 7, talking about the past. The well in Nibelheim is where those past events - Cloud's promise to Tifa - unfolded.
