Is it possible to teach a chocobo gallop ability if its discernment is poor?

btw Can a choco learn ability after a message that it looks distinguished (around day 63)?

1. I've heard it is but it is really really hard. Also I have heard it isn't possible to teach them anything if their discernment is below Average. With the way this game works I'm inclined to believe the latter.
