hi, I am heading towards the Tomb Of King Raithwall, and all is going well apart from the fact that Penelo has silence on her. This wouldn't normally be a problem but i cannot actually negate the effect, i've used about 6 echo herbs on her and none work!!
what am i doing wrong?
or is this a glitch in the game, do you think?

You equipped the Neticite for her.

Yeah, unequip the nethicite. I can't remember if it's the Dawn Shard or Goddess's Magicite, but just unequip it.

lol, next time read the description before equipping it. ;)
A similar thing happens to the dawn shard as well, (Mp = 0) as well as certain armour and shields.

Bats drop them, I think. Chaining bats should get you a good amount of Teleport Stones.

You also can get them from completeing hunts...

the uratan-yensa in the sandsea drop them alot...when you get to balfonheim the guy on the chocobo by the gate crystal sells them.
i'm not sure about bats. i think the ones early on might but i know i was chaining Redmaws in henne mines and i don't remember getting teleport stones from them.
