You need to be more specific, there are several visits to the Garamsythe waterway, If you mean after you the 1st visit, to unlock the other sluices you need a sluice gate key, witch can only be obtained by completing certain hunts, and when you unlock them all, I believe, you get to face Cuchulainn and obtain it as an esper. If you were talking about the 1st visit to the waterway, than you need to walk through the canals, get the party guest to join you, and defeat the Imperial force, than fight off the flans, and defeat the Firemane. About getting cuchulainn, you need to complete the hunts: "Waterway Haunting" and "Lost in the Pudding" to open the way and obtain the keys.
