Tough choice between Palmer and Reno. I've always liked Reno for some reason, but wasn't so keen on how he appeared in Advent Children. So Palmer it is, because, put simply, he was great.

It's either gotta be Rufus, Hojo, Scarlett or Reno&Rude (as a duo).
Tseng never appeared that much, Eleana&Heidigger were a bit annoying (no offense) Scarlett was actually a pretty friggin awesome villan (her being the reason Barret has his gun arm), same with Hojo (him being the reason Aeris' father and Mother died (she was on the run from him), plus giving birth to the son that killed her. Reeve was okay. Palmer is a HUGE lol, I don't count Vincent or Lucrecia, seeing as they aren't current members of Shinra.
Reno&Rude were easygoing people who were still pretty good at their job. Rufus was pretty diabolical with his views on government, and he had such a way to go... I can't decide between the five of them. [Rufus, Hojo, Scarlett or Reno&Rude (as a duo)]

I would've voted Vincent but in my book he's not part of the Shinra so I voted Reno :D
