In that case theoretically they can all get to 99.

While I have the stat tables for the NES/PSX version, I lack them for the DoS version. But basically how it works is like this; each character level for each classes sees an increase in HP, MP and some of the five main stats; Strength, Vitality, Magic, Agility and Luck. Depending on the class and the level being gained, when you level up your character will have certain stats marked to go up every time for that level. For example, a Fighter may, when gaining Level 2, have guaranteed increases to his Strength and Vitality. For all of the stats not guaranteed to increase, there is a 50% chance that they will go up once you level (NB This is true for the NES/PSX version, this chance may be lower in DoS). You can save before each level up until you get an increase in all five stats, but the chances of this get slimmer as you reach higher levels. In general you gain the most guaranteed stat increases at the lower to mid levels, with the highest levels (60+ I believe) only seeing a guaranteed increase in one or two stats at the most.

The alternative is to go through the side-dungeons and collect +stat items. With the exception of the Earthgift shrine, all of the side dungeons have a chance of having +stat items available in treasure chests. For more details on this check here. And one last note about HP and MP. HP maxing is easily done; just level up. Every class in DoS will reach 999 HP given enough levelling without fail. MP is a different matter. For the mage classes they will reach 999 MP without problems. However, Knight and Ninjas will only start gaining MP based on the level at which you get the class change. What this means is that to get the most MP possible you should try and get the class change at a low a level as possible. What is equates to is a low-level game up until you get the class change, which can be very difficult. The alternative, as with base stats, is to run the various side dungeons until you've accumulated enough Soma Drops to increase your MP to sufficient heights.
