where can i get the renew spell??? are there any other spells that can't be bought or needs special things to be done to get them???

It depends on how far you progress through the story, I think you can get it in Dalmasca after a certain event - maybe when you reach Archades.

You get it after the pharos, after the pharos is completed a event triggers thus allowing you to purchase renew actually after the pharos you can do everything besides the July and Small package sidequest which must be done before nalbina
