I quite liked him having a vaguely Gaelic accent, as it goes with the name.
It also ties in well with the Reeve/Cait Sith contrast. Reeve's always articulate and precise in his language - ever the businessman, while Cait Sith sounds a lot more brash, rural and even a little rustic. It's not too inconsistent with the English translation of the game, either. Obviously we never get to hear his voice there, but the text increasingly suggests a 'parochial' accent, albeit tinged with more American overtones rather than Irish/Scottish.

NB: I'm obviously not saying all Gaelic peoples are inherently rustic and uncultured. Cait Sith's accent clearly isn't a typical Irish accent; they've used (whether consciously or unconsciously) a more isolated regional accent with lots of colloquial dialogue.

Well, he's not. They're very different accents. You probably just don't hear either of them often enough to notice a difference.

haha he has a Scottish accent my friend! I never really liked the character in ff7 but since he has been brought to life in AC and DC I quite like him.

Yes he does!,as a Scot i know,also due to the language he uses in AC we can tell hes scottish''here lass,shut yer mooth!''(wen hes talking to yuffie if no1 can remember)oh n btw scottish people dont actully have that annoying voice just for the record!
