Sure, Ultimecia says 'SeeD a bunch of times. But then, Kefka says "hate" approximately 16 times when telling Celes he hates her (the "I HATE HATE HATE [etc]... HATE YOU!" speech). Does that mean there are 16 people present? Certainly not.
