Yes, but which spells do either one of them know? Human-class enemies are often weaker to fire! That means FoA might win based on exploiting weaknesses. But does rubah know summon magic? She is an engineer, after all, and she's faster as it seems.

Megan has a special attack called Fire of Avalon. It deals unblockable, fire elemental damage based on her physical and mental strength.

Allison has a special attack called Ruby Lapiz. It has a Magic Accuracy, Magic Evasion - 50 chance of instantly crystalizing an opponent. If the opponent is completely immune to the petrification status effect, this attack will target the equipment or belongings of the opponent and slow them down.
