In a FAQ somewhere, it's speculated that the ninja swords might've been intended as dual-wield weapons but this got changed.

I wish you could dual-wield! That'd be the best thing ever. I mean, dual-wielding two Golden Axes would be great! And two Measures... :0

Double equips would be fabulous. I played FFT not too long ago and the ninja class with the inherent two swords ability was the bomb.
