So I missed getting this magazine on the train. Is there anywhere else to get it?

I believe in Esthar...or anywhere on (or off) the world if you have Tonberry's "Call Shop" ability learned. You'll get to Esthar in the early part of Disc 3 and you can get Tonberry in Disc 2 once the garden becomes mobile.

I believe you can buy all the pet pals in Esthar, yes
