Afraid so. The real sad thing is that his story continues in Radical Dreamers but the creator had that game made non-canon due to Chrono Cross. Magus was originally suppose to be in CC but was removed mid-production in fear the player would exclude using the rest of the characters for him instead. (they would be right ;))
That line bugged people for years. Many thought it concerned Lucca's mom but even doing that quest doesn't change the dialogue. Only after finishing the Black Omen does the dialogue change.
For a real amusing ending though... in New Game+ After the incedent at the Ocean Palace. Choose to have Frog kill Magus and then defeat Lavos before getting Crono back... Its pure comic gold... :D
yup, the person in question is Queen Zeal, Magus' mother, you save her by stopping her from using the Black Omen, and the only way to do that is by defeating her thus severing the link with Lavos...

I was under the belief that it was actually a bad translation on Woolsey's part. Generally, he gets the point across very clearly, but this one's always been a bone of contention for people.
Chrono Compendium (http://www.chronocompendium.com/)'s, admittedly dodgy, retranslation for the line is as follows:
Old Man: I expect that there are those among
you, as well, who know about things where
their own eras are concerned.
You should try asking......

I believe that this dialogue signals that you have completed all of the sidequests except for character-related ones like Lucca and her mother.

The big problem is that as soon as you defeat Zeal in the Black Omen, you initiate the first stage of the fight with Lavos, and Gaspar's dialogue switches to the lines about the final battle, whether the other side quests are completed or not. Thus the quest can't be checked against Gaspar's comments the way all the others are, and for that reason people are driven nuts by the idea that there might be a sidequest they're missing out on.

Its annoying how it works that way but even the Official strategy guide never says anything about another quest. Perhaps this is a coding error similar to the infamous "completion glitch" from Gran Turismo 2

I donīt think that Guru means Luccas mom since there is no direct portal to that time, it is the Entity which creates portal to that very moment.
What is actually weird is that when you go to different times you donīt go to same point every time but Cronos previous adventures has already happened. I explained it in very confusing way sorry.
