Adding appropriate indeces to your SQL tables can often help reduce CPU.
Using static .html documents instead of painful .php scripts will practically eliminate CPU usage.

Yeah, it basically means the site you're accessing has used more than its fair share of resources at that moment. The only thing you could do about it (unless you're the site owner) is tell the site owners that it's happening. The problem is intermittent because it only applies to a 60-second window of time.
