Is it just me or is Doom of the Living better than All Creation? Since it caps at 9999 and I tough Double Cut to Yuffie, her normal attack hits harder than her LV4 limit break which is awesome but kinda sad at the same time. And last time I used Doom of the Living she was hitting like 1200 a pop and that's probably gone up by now. So yeah, which limit break is better?

You're right, Doom of the Living is much better than All Creation.

As far as I remember, yes. Doom of the Living, at higher levels, can deal quite a bit of damage with a lot of hits at once. All Creation is a one-hit move, though incredibly strong. However, if Yuffie is dealing more damage overall with Doom of the Living, stick with that, because All Creation loses its usefulness near the end of the game when you're already able to easily deal a ton of damage in regular attacks.

It all depends on how strong she is. All Creation, like Cosmo Memory, sucks. Look at how much damage Yuffie does with Doom of the Living, and if its over 9999, use it.

All multihitters are better than single-hitters. Cloud's Buster Slash (Braver) can reach 9999 as well, but this particular attack you definitely wouldn't use against groups OR powerful enemies.
The multipart hitters are good mostly against single opponents whereas you're not guaranteed to total near 9999 against a group which is where the Level 4's tend to thrive.

I got Yuffies str up to 255 and stick with doom of the living. I smiled when I seen this thread, it was something I too wanted to bring up. Plus the level 3 limit breaks happen faster then the level 4 so you get to use them slightly more. more times, more hits, more damage.
edit: plus her other level 3 limit break hits all enemies one time it you have the desire to use a powerful all attack.
