can the new psp (psp-3000) be used as video output? like plugging a dvd player and using the psp as your tv.

b0b, have you ever seen a psp? A dvd is about 1.5 times as wide as one.

i mean if you don't have a tv at home, can you use your psp and plug you player and use it as a tv?

No, it works the other way around - you can hook the PSP to your TV and use the bigger screen to play games. Unless someone's modded it, you can't go the other way.
