Yup Chaos is the final boss, and from what everyone on GameFAQS said, he's hard as hell if your not overleveled, he has no EX mode and he can only be unlocked as a CPU opponent, yeah you cant play as him, sorry guys.
To get to the final boss you have to beat all 10 Hero stories and then you'll unluck a 4 chapter story called "Shade Impulse" which you fight Chaos at the end of, oh and apparently Shade Impulse can be played by BOTH Hero's and Villians.
