If they do, I'm pretty sure they're not too proactive about it. I've had over 500GB (collectively. That number is closer to 250GB now) of not-so-legally obtained files, and you'd think I would have been busted by now. :p

No. But they may keep track of the IP adresses you've visited.

Keeping track of everything everyone downloaded would take too much resources.

Quite a few ISPs will keep a log of the files you download based on file type, file name and even the IP address of the server. You should check your contract or the terms of use on the ISP's website to see if they store that data. Some ISPs will store it but retain a policy that the information isn't used.

Most keep records of IPs and whatnot, only to be used when legally demanded. Your ISP won't call your mom and tell her you were looking at porn. If the police get the proper paperwork, they will cooperate with the appropriate logs. I think that's as far as ISP monitoring goes. Comcast was trying to make life tough on P2P users, showing that they CAN monitor and discriminate, but as of now, that's as far as it's gone. Comcast got shot down on that effort anyway.
