The GBA versions are pretty much ports, with only a few bonus features. The DS versions are complete remakes, with all-new graphics and other features. That said I'm unaware of any DS version being in the works for FFV at present.

Of the NES games, yes. The SNES games looked pretty much exactly the same. The GBA games are still 2D, though. The DS games are in 3D.
