Actually it didn't become the sister ray, that is yet another translation error haha, it was already called that in Junon, you can see it on the side of the cannon, also the script doesn't say "we will call it the sister ray"

Not a huge clue I know, but hopefully it might help to eliminate some possibilities.

I think Zombiesaur might be onto something with the rocket.

"Descent gains potency" would speak for itself if this was the case. "Ascend on with the great chronicle" fits the second launch and the continuation of the story. "Following tragedy most final" could allude to the initial tragic story with Cid's helper (can't remember her name) and "most final" might be more to do with the general course of Final Fantasy back stories being somewhat tragic, rather than any singular full stop tragedy in FFVII. It's just the first one I'm having trouble trying to string together a dodgy connection too. :|

"The Heliotrope bounty" might have something to do with the colour purple rather than a flower. Cid does issue a wonderful bouquet ( < :) ) of "purple" expletives during his initial story.

I know, it's weak... but fun to try! :D

You didn't really offer an answer, you just asked if it was in a very general area. To answer your question then, no, it's not in the snowboard, Great Glacier or cliff area.

I don't have any ideas, but you told me to give the reasonings for my answers, and maybe you could give a hint based off them, so here they are:

The Heliotrope bounty - A heliotrope is a type of flower, or refers to the purple-ish color of that flower; and a bounty is either something plentiful, or something sought after. So the best I figure this line is talking about Aeris.
Following tragedy most final - I figure this line ties in with the previous, but tragedies and Aeris pretty much go hand-in-hand, so I haven't really narrowed down which tragedy this could be referring to.
Descent gains potency - At first I thought of descent as downward motion, but I'm starting to think it's used in terms of ancestry, which again could be referring to Aeris, or, for a change of pace, Sephiroth.
Ascend on with the great chronicle - No idea.

Could the first line be referring to Ruby Weapon? "Bounty" as you have to kill it to get the "Heliotrope" (Desert Rose). Or does bounty refer to the Kalm Traveller sending you out to get it?

Tragedy... Sephiroth summoning Meteor? After all, it's the trigger to releasing the WEAPONs.

Hmmm, Emerald Weapon is under water and arguably the hardest enemy in the game.

Okay, this one has me stumped. It could be referring to Ultima Weapon, cause it's in the air, but then again, very vague. Maybe "ascending" out of the Northern Cave with Highwind when the WEAPONs appear and Sephiroth summons Meteor?

My guess would be the WEAPONs, then.

My reasoning was as follows:

The Heliotrope Bounty - The materia is a Heliotrope-like colour (Purplish-Pink) and is a bounty waiting to be found, so to speak.

Following tragedy most final -It is avaliable shortly after Aeris' death.

Descent gains potency - Descending the long ladder on the way out of the Forgotten City will take you to the materia, the effect of which makes your magic more potent.

Ascend on with the great chronicle - Ascending the ladder will continue the story as you head toward the North after the death of Aeris.

My guess is that 'creeping retribution' and 'slow, but unyeilding' refer to its stately shamble toward you, while 'bane of the brutal', 'blood on their hands will be their undoing' and 'killer of killers' refers to it's Everybody's Grudge attack, which does damage based on how many enemies have been killed by the target.

you receive a materia every time you master one, the master can do everything that materia can do however the new materia is at it's weekest form (i.e. fire instead of firaga, all can only be cast once on all at lvl 1)
