Sometimes they are necessary when you are asking a question.

Otherwise, yes, there is a sort of situation where they can be pretty pretentious but that's relatively rare

Certain statements require it depending on the tone you're trying to present. Mostly when you end it with a question mark, though its not a statement anymore, but a question.

"You like cheese." - This person is saying you like cheese.

"You like cheese?" - This person is expressing disbelief that you like cheese. Probably following after "I like cheese".

The worst is when people think any sentence beginning with "I wonder" is a question. It's not. It's a statement that you do, in fact, wonder.

The point of question marks is to ask questions? It would not make much sense if it wasn't, and that would be quite confusing?

To me it shows uncertainty when you use a question mark after a statement.

Agree! I hate this "0 Hypothesis" or what you call them.

When you do a project and "Is it true that training makes you stronger?" or "Training doesn't make you stronger" And then write the project based on the statement.

Yeah, having a question mark after a statements makes me think that the statement is considered somewhat doubtful by the speaker. I also imagine it's said in AQI (Australian Question Intonation) (http://en.wikipedia.org/wiki/High_rising_terminal). Sometimes it can annoy me, especially when the statement is clearly something that shouldn't be doubted or when it's used excessively, but I've gotten used to it a bit now. I'm sure I do it myself sometimes. Things that are questions and aren't followed by a question mark annoy me more.

I know some English people who would often complain about Australian people having that upward inflection at the end of some sentences, but that's often part of the accent.

The wiki article you have there, Heath, has a good explanation as to why it is used, 'Its use is also suggestive of seeking assurance from the listener that he is aware of what the speaker is referring to.'
