You can buy Third Keys in the shop in Purgatory.

I only need to complete the chicago snap collection, to unlock it correct?, And the entrence i belive is in garland manner.

It's been awhile, but I believe you need every snap available at that point. Which is pretty much all of them sans the Final Boss and the ones in Purgatory.
