Yes, anime characters can be celebrities too. Definition of celebrity:
"a widely known person".

So there are a lot of anime girls people faun over that I don't find that attractive in the least. Well maybe they're okay at best but that's it.

Given my weakness for blondes, #18 accomplished quite a feat by not being the slightest bit sexy for me. Whether it's the downright creepy eyes or the pretty lame clothes she was designed with, just doesn't do anything for me.

I think that you and your definition of animu celebrity are highly misinformed.

Considering DBZ is one of the biggest anime series of all time and both Naruto and Bleach are two of the biggest anime series currently, calling main characters from them celebrities isn't wrong in the least.

Especailly since I can easily confirm the insane amount of Hinata love out there.
