Captain Vidal from Pan's Labyrinth would have to top my list, which would also include Hans Gruber, Simon Gruber, Keyser Söze, Anton Chigurh, Bill the Butcher, Daniel Plainview, Angel Eyes, Frank from Once Upon a Time in the West, Nurse Ratched, Diane Christensen, HAL 9000, Darth Vader, the Wicked Witch of the West, Agent Smith, the Joker, Alex DeLarge, Charlie Meadows and KHAAAAAAAAAAAAAAAAAAAAAN! There are a number of villains (most notably Hans Landa and pretty much anyone played by Klaus Kinski) I haven't listed because I stupidly haven't seen their films yet, but I suspect once I've seen them I'll end up ranking them in the company of the above.

He did not oppose the protaginist. Therefore he was not an antagonist, therefore, he was not the villain.

The AFI put Hannibal Lecter in The Silence of the Lambs at No. 1 in their list of 100 Movie Villains, so I'll take their word for it.

Hannibal Lectur is such a typical choice for pompous film critics to choose. I see nothing special in him. If I recall he did diddly squat during the film.

I love Die Hard, but Hans as best bad guy? Maybe entertainment wise, but certainly not as "most bad."

I'd have to go with the Joker, Hannibal Lecter, and any bad guy ever played by Jack Nicholson (most notable in <i>The Shining</i> and <i>A Few Good Men</i>).

He did not oppose the protaginist. Therefore he was not an antagonist, therefore, he was not the villain.

A classic villain is one that is just evil in direct contrast to the protagonist. He toys with Clarisse, although he does not necessarily oppose her in this one anyway. Like most words, villain has more than one meaning. Villain - Definition and More from the Free Merriam-Webster Dictionary (http://www.merriam-webster.com/dictionary/villain)

Lecter is a hard one. he helps but he doesn't do so out right. he plays with her. and you know he's evil but just having some fun.

Apart from dominating every scene he was (and yes, he had relatively little screentime, but when he was on, he was the centre of things) and escaping by brutally murdering one or two people in a fantastic scene. I think your memory needs work if you think that counts as 'diddly squat'. Also considering The Silence of the Lambs was a big hit, surely 'pompous film critics' (I'm struggling not to roll my eyes here) wouldn't have liked it much =P
