Yes, I think that the ability for Cloud to equip female accessories and headgear was a reference to Wall Market. Incidentally, this makes him a better unit because of the immense power of female specific equipment in Final Fantasy Tactics.

He can just for the same reason he can wear female only stuff in Final Fantasy Dissida and yes its just cuz SE keeps making fun of him for being a cross dresser.
Heck when you beat his story mode in Dissidia you unlock the honey-bee armor set what has silky dress and blonde wig and such.
