It is Catoblepas!
Here is the breakdown

A body built of a populous state
In mythology, a Catoblepas has the body of a buffalo. Buffalo is a part of the state of New York... which is very well populated

I always look to the bottom of it
Again, from it's mythology it states the head of Catoblepas is so heavy it can only look down.

Step one is where the water runs
Because you need to do some stuff with the fountain to find him...

I am not of any value
You find him in the treasure room, but he is not a treasure

From inside I will judge
He holds the GF Alexander did you fail to acquire him earlier in the game. Alexander's move is 'Holy Judgement'

The sorceresses? AFAIK, Adel is the only male sorcerer, and he was also the first, was he not? The futurist cousin would be Ultemecia, and the current, Rinoa (although I still say R=U). The pseudo-mentor would be Edea.

Ahaha! ChocoBoy got the overall theme, and guessed (with Gamblet correcting) the cousins.

This refers to the fact that the Sorceresses are "hunted" in the game, which in turn relates to the innate fear that the average person has.
Yet we are often misunderstood,
Most people misunderstand that Sorceresses are just as human as their are.
Hiding in fear because of that,
Sorceresses live in fear of being found out and subsequently killed from the innate fear that the other humans have.
A Knight helps us remember that we are human.
Edea and Rinoa are the only known Sorceresses with a Knight, it can be assumed that the other.

Ultemicia lives in the future.
Angelic is our current cousin bravely standing,
Rinoa is the current cousin, and the "angelic" part comes from her Angel Wing ability (and her pet bitch-dog, Angelo).
Pleasant is the pseudo-mentor of our current cousin,
Edea is pleasant, we can only assume that she will mentor Rinoa thus she is a pseudo-mentor.
Our ancestor is the only male version we know today.
Hyne is the only known male Sorceress (Sorcerer would be the correct version).

Rinoa (current), Edea (pseudo-mentor of current), Ultimicia (futurist cousin), and Hyne (only male version). Honestly, I did space out on Adel.

Sorceresses is what they are known as in English, in Japan they are called "Witches".

Cousin is used broadly.

Edit: Knights are more then likely linked to the Sorceress romantically, however seeing as we only have two known proper Knights... .

Hm... Yep.

Line 2 does refer to Squall, but it also refers to the fact that Rinoa is a Sorceress. Line 1 refers to Rinoa receiving the Sorceress abilities which manifest for Rinoa (or as visually so for the audience) as a pair of white wings spouting from Rinoa's back. Line 3-4 relates to Rinoa's iconic sky blue outfit (which also has a pair of white wings painted on the back).
