Arrests?

Being that we're police, aren't we supposed to be arresting people? Or should we just stick with killing them?

I thought secret police meant, like, Shinra and we just kill people. I haven't killed any people yet, though. HOW DO I KILL AND/OR ARREST PEOPLE?
