Incidentally there's code in the game for Kefka as a playable character as well. All he can do is automatically attack with the morning star he has equipped though; it's for when you chase him around the imperial camp near Doma.

It does also mean you can ROM hack it so he has two Ragnaroks and an Offering and can royally ruin your day if you're not quick on the draw ;)

It's not as much the game having a code for kefka, as it is the cheat tool hacking the game to load character data from somewhere it's not meant to.

It's a pity that the temporary characters have some of the best skills.
You could kick some serious ass with Leo and Banon, because Shock and Health would pretty much be the only moves you would ever need.
