I always thought Aeris' dress was supposed to be as demure as Cloud's. I didn't realize it was actually more in line with Tifa's.

Well, my original take on Aeris' dress was that she had an undershirt.

Yeah I thought that was obvious! Tifa's is more along the lines of a dress girls would wear when they go clubbing; short, tight and flashing a bit of skin. Aeris' is one that a lady would wear to a fancy dinner party or something; long, sweeping and elegant, but still very sexy.
