Been playing through this game again and got past this part a few days ago. I found it kind of random, but I always leave it so Terra smiles for a change.

There is actually a purpose to that paper. If you check the pot and choose to leave the paper there, Banon will comment on it when he starts the meeting (assuming you have the meeting at all). It's still completely pointless, but there ya go.
