Determined at the time of counting. If it's "on three", go on three. If the person counting says, beforehand, that it'll be "one, two, three, go", go after three (on "go").

Don't say "on three" unless you mean ON THREE. Like it's just communication 101. Conversely, if you're counting downwards, it's three, two, one, GO for some reason. I don't know don't expect logic from me on these things.

Go is a stand in for zero. When you say one there's still one second left in the countdown. You can't go on one when the countdown hasn't ended. You don't launch rockets into space on one people!
