He's fast, too. I wound up having to equip everyone with Fox Tails and Hermes Shoes, and I still had to use Hastega to ensure I was faster than him.

I think the speed system works similar to stats in Blitzball: The value is randomized between 50% and 150% of the actual value when being computed.
