The other topic focuses on the FIFA corruption arrests, so I'll make a separate topic about the 2018 and 2022 World Cups. Should Russia and Qatar be stripped of their rights to host these tournaments?

Mainly because of the highly suspect and shady dealings that got them awarded in the first place. Also Qatar's terrible human rights record and the fact that over 1000 people have already died while building the facilities that will be used when they host the world cup.
Yes they should both be stripped of hosting them, though I will settle for just Qatar....the world cup should be hosted in summer damn it!

Yes, but I'd be very surprised if it did happen. The evidence points to all World Cups going back to Japan/Korea being bought.

Yes. All the bids for the 2018 World Cups were assessed and given a risk rating in terms of how feasible it was that the stadiums and infrastructure would be ready on time. Every single bid other than two were rated as "low risk"; you can probably guess the two that were actually considered a risky proposition by FIFA's own assessment team. You can also probably guess the two with the worst records on human rights too with laws against homosexuality. Russian football is riddled with racist abuse chanted from the terraces but at least unlike Qatar there's an actual interest and history in football.
It's still not going to happen in a million years but whatever. Progress has been made.

Plus, plenty of oppression, corruption and slave labour.

I really don't know the politics of FIFA, but I'd like to see Russia stripped simply because I don't think the rest of the world should let Russia have nice things while it continues to treat its gay community like shit.

I think it'd be really difficult to demand countries to abandon the building project as a sunk cost, but if it were up to me I'd just make 'em scrap it all and reboot the voting process... without bribes, of course.

Lots and lots of oil money that's controlled by a small few. A small few who also control the government, which enforces brutal sharia law. And slave labor, can't forget that.
I wonder if they'll make all the players play in long pants, seeing as wearing shorts in public is illegal for tourists too now in Qatar as of last year.

No, because it would damage the pride of both countries, and damage their economies. They probably already started working on the infrastructure and other necessary stuff to support that, and changing it at this point is unfair to it's people and to their economy. Why punish the average person for the missteps of corrupt individuals?

Well in qatar at least they are using actual slave labor and many people are dying building that infrastructure so.....
And let's be fair: pretty much most of the Middle East is horrible, so I already knew this.
Then I have to wonder why you singled out Russia, which isn't nearly as horrible as Qatar is to it's gay population.
