Patch 3.1 question

So I havent played since before the patch came out. I just have the regular edition not the Heavensward expansion( which i will get after new year). Is the new content exclusive to the heavensward expansion or will i have access to it as well?

With both the 3.0 and 3.1 patches there is content for 2.0 users (base game) and 3.x users (Heavensward). If you look at their respective patch notes it will indicate which versions are affected by listing [2.0], [2.0][3.0], or [3.0] before the specific item (Patch Notes 3.0 (http://na.finalfantasyxiv.com/lodestone/topics/detail/464263b3ce6026cdf98a49bf8f98c204c6199e5a) and 3.1 (http://na.finalfantasyxiv.com/lodestone/topics/detail/6707e4bc0ca533c1a2cb12155fc91d884c6b6a84)).

Most new content, however is locked behind Heavensward expansion (lifting of the level cap, new MSQ, new jobs, new areas, new dungeons, etc...). The QoL improvements and adjustments towards game balance and such affect all versions.
