Uh oh am I too late? I've yet to make a character.

Hmm, did you make a service account yet? I think you have to enter it during the creation process, the existing player enters the new player's email address on the Mog Station and the new player uses that to make an account.

How does the humble bundle and cheap payment work? I may want to pick up a PC copy instead of playing on PS, but I can't imagine getting away with only paying $6 and not having to make any other commitments.

You pay $6 and get ARR. You still have to do the sub, but that's it.
