Will they have a cinematic Green Arrow and a television Green Arrow?

I don't see why not. Ezra Miller is going to be The Flash and The Flash TV Show will probably still be around in March 2018.

They already established the Movie and TV universes are separate, so most likely yes. Whether or not Green Arrow gets his own movie remains to be seen, but with the popularity of the TV show I wouldn't be surprised if they did give him a solo movie.

I'm willing to bet that Green Arrow will either be in a future Justice League Movie or a Birds of Prey Movie.
