Batman has one of the best rogues galleries in comics period, but The Joker is just a phenomenal villain.
He has the best period to me. Who do you want to see in the next Batman movie btw? Me, We haven't had him fight anyone with powers in a while so I want to see Clayface and Scarface. Not sure how you can tie a story with those two though.

Special mentions towards Two-Face, Riddler, Catwoman, Penguin, and Bane (comic book Bane), but Joker has always stood above the rest as THE Batman villain.
