vb problem

Warning: open_basedir restriction in effect. File is in wrong directory in url/forum/member.php on line 1099
On a v2.2.6 vb forum, This error occurs whenever a member tried to upload an avatar. Selecting an avatr from a choice of avatars works fine, it's only when the user attempt uploading their own from their computer. Anyone have any ideas what the problem is and how it can be fixed?

Look up line 1099 in member.php and see what it says. You might also get better responses if you post at the vBB official site. Someone there will surely know.
