Is there a site that offers css/html on layouts?

Are you talking about layouts or tutorials? If you are looking for tutorials I always found <a href="http://www.webmonkey.com">www.webmonkey.com</a> very helpful. And if you're looking for help with layouts, any WYSIWIG(I don't think I spelled that right) will create a layout for you. Or you can sign up for a free website at a place like <a href="http://www.geocities.com">www.geocities.com</a>(it's yahoo) and they have page builder webpages that you can try using to get a layout setup. Otherwise you'll just have to be creative and see what you come up with.

meaning a WYSIWYG site offers me layout and all I need to do is to copy them on my index.htm?

As I mentioned above, geocities has programs online that will build a site layout for you. Otherwise you'll have to buy a program, like Microsoft(*shudder*) Frontpage or such.
