If I remember correctly, you can find them on the floor before Chaos.

There is no easiest. The air floor in the ToF is the only place they exist. Fight 255 or so battles there in a row and I'm pretty sure you're guaranteed to find at lost one group of them if you play the NES version.

I found em near masamune but thats just me. I dont think it really matters though
