2-D Sidescroller creator

If there is an RPG creator, a fighting game maker, and a point and click adventure maker, then there must be at least one for 2-D Sidescrollers and Google is not helping. So can anyone help me find a 2-D sidescroller maker?

this works for zelda like games but I wanna make a sidescroller, like Megaman.
