How do you pronounce Oeilvert?

Well, in German anyway, an 'e' after an 'o' is the equivalent of an umlaut, which denotes a "deadened" sound to the vowel. It's hard to describe exactly what the sound is like, but for the purposes of this forum response the pronunciation of the city name is along the lines of "Elivert," as if the 'o' weren't there. That isn't perfect, but it's close enough.

But that's using German syntax. Maybe it applies here, or maybe there's a Japanese dipthong rule that would be more fitting. Any takers?
