Question about the thing the weapons guy upstairs will give cloud

After blowing up reactor 1 you meet back at tifa's bar (seventh heaven) and sometime during this sequence Tifa says to cloud something about "the weapons man upstairs has something to give him", is there an upstairs in Tifa's bar? If so, how do you get there? I've played thru the game once and am starting over again and want to know what Tifa means this time.

Nah, Tifa's talking about the three-storeyed weapons store near to 7th Heaven. There's some useful stuff in there...

That confused me too. I thought he actually gave you something, for free.

I think it's the training/FAQ room that he 'gives you', and there are treasures in there, so that works.

it was an all materia and some other item i forgot which one

that really isn't the weapons guy upstairs though that is giving it to you. first off the weapons guy is on the first floor, the 2nd flood doens't possess a weapons guy, only those guys wanting to know how to play, and the 3rd floor is nappy nappy.

so... where is this guy?
